Staffing the SFGs with the team members needed to develop the stories is the responsibility of the Staffing director or manager.
The staffing director works with the program director and staffing the SFGs with the appropriate talent so the work in the SFGs will get completed a serious consideration. It is necessary for the staffing director to know the people in the talent pool, the work in progress, and the expected upcoming work very well because it is important that SFGs are staffed well but not overstaffed at the expense of the others. The value streams share the talent pool for all development work, both the SFGs in progress and upcoming. While it is important to sufficiently staff each of the SFGs, over staffing an SFG™ regarding skill level could create a situation where the right level of experience is not available for an upcoming SFG. Not having skilled people could result in the delays in starting other SFGs or create avoidable issues during development.
The staffing director is also responsible for routing the staff to the proper SWAT areas after the work in the SFG is complete. Current, and future need are determinants for aligning staff removed from an SFG.
Not all organizations will have a need for both a program and staffing director. Companies with fewer resources may have only one person for a combined role. Likewise, more than one Program and or Staffing director may be needed when managing a large development effort.
